DETAILS:
Bill Pay cannot be done at a regular register. BP must be done at Customer Service/Returns or at the Money Center in stores that have it.
WM offers two BP services: CheckFreePAY and MoneyGram. The cashier can initiate CheckFreePAY by selecting Money Services followed by Bill Pay on the register for a fee of $1-1.88. Moneygram is $4.99.
ONLY 4 successful debit card swipes can pay for a transaction. ONLY 5 payments per 16 digit account number per rolling 30 days.
CheckFreePay (800) 676-6148. - Look up payments using CC number and time of transaction

Standard BP- Once your CFP account is set up, you can add CC. When you want to BP give them your phone# to look up your account under Money Services. They often get confused and think you want MG, but just say it is under Money Services. Make sure you get 2 receipts, one from WM and a small one from CFP showing the CC# and Biller name you paid.

WM App - The Money Services works in express lane for BP, but has issues making 2 or more payments in a row. Make one BP, then come back or do another trans, then another BP to avoid issues. Make sure you get a BP receipt in the app and it shows the BP info and the CC you paid before leaving the store.

Some tips: If you don't get a receipt and they have to print you one, make sure the CC you paid appears on the printed receipt. If not on receipt, call CFP with the manager to verify there is no payment processing. They can cancel any transactions and pay you in cash right away. If they cancel the transaction and their cash drawer opens, that means they should pay you in cash, if it doesn't open, the money will probably return to your cards. Not sure what happens on the same day? Watch their drawer when they cancel the transaction to see if it opens. If they say the money will return to your DC, make sure to write down the managers name in case it doesn't.

BUSINESS DAY transaction completion time is 18:59:59 EST (Holidays change post day)
Friday after 06:59PM EST, until Monday BEFORE 07:00PM EST arrives Tuesday
Tuesday BEFORE 7:00PM arrives Wednesday
Wednesday BEFORE 07:00PM arrives Thursday
Thursday BEFORE 07:00PM arrives Friday
Friday BEFORE 07:00PM arrives Monday
But when a next-day payment will post and be visible depends upon the CC issuer.

If your particular card isn't on the list below, try "VISA" or "MASTERCARD."

"VISA" and "MASTERCARD" payee can no longer be found by search at some stores. If the employee can no longer find "VISA" or "MASTERCARD" by searching in CheckFreePAY, then you cannot pay either, end of story.

Capital One from 4/24 finally posted yesterday 5/4.

Didn't bother to call or contact CheckFree, glad I didn't waste countless hours contacting them over something I suspected would eventually be resolved on its own.

walmart billpay failed in the middle of the transaction

I was making a payment to my Chase Visa as usual on 04/29/17and all the payments ($500 x4) went through and also printed the first page of the receipt but did not print the 2nd page which actually spells out all the details. The Walmart money center rep told me that the payment is not made. It has been a week and the amount taken out of the debit card is not refunded to their respective cards nor the credit card payment is made. Called check free pay and they do not see any payment for that credit card on that date. I am going to Walmart to enquire about the status of this payment.

DO any of you had this issue before?. If so let me know how you resolved it?

once the charges go through the only way WM can refund is cash

You need to go to the cash office at the Walmart where you did the BP and request the refund.

I don't do WMBP but have a lot of buddies who do and I've seen how it's done. There is a main long receipt that prints first followed by a shorter receipt showing how much money is paid to the payee plus the fee.

If a receipt printed for you, that means the transaction went through and since CFP told you they do not see your payment for that card, the best thing for you to do is to see the cash dept manager. In all cases I had where a receipt printed but my MOs didn't print and they can't print it for me, the cash manager gave me refund in cash. In your situation, they may contact CFP first and based on reports, it takes a while before you get a rep so be prepared for such inconvinience. If WM finds out your payment didn't go through and you have a receipt, they should give your refund in cash. They may offer to run the transaction again, it's up to you if you want to do that. I did some bill pays today and on the cashier screen it said "if you paid a bill via checkfreepay from april 21-28 and got hit with late fees by the biller, the wm store manager will refund your late fees." She told me they wont refund the whole payment amount because it was a delay by cfp software update just the late payment fee.

Datapoint -- Payment made on April 27 for 3-day delivery to Elan Financial (US Bank credit card) was posted May 8. One call to CF, no CFPB* complaint. S___ happens.

* BTW, CFPB has not asserted jurisdiction over DOMESTIC money transmission services, which are generally regulated by STATE banking authorities.

I had filed a complaint with the FDIC in regards to my TMOBILE card (Bancorp), but was getting the runaround for weeks, so I then filed a complaint with the CFPB, but they responded it should be handled by the FDIC, so I thought I wasn't going to get anywhere, until I read further, and the CFPB stated they would be forwarding my complaint to the FDIC on my behalf. The NEXT day the person at the FDIC who had been dodging me for weeks called to say they contacted Bancorp and they would be immediately sending me a refund check.

So the CFPB may not have jurisdiction, but they carry a LOT of weight.

when I had an issue with a prepaid card for failed billpay transmission, I filed a complaint to CFPB since the bank gave me the run around for two months with the HQ not responding to my query and their phone reps are grossly incompetent! In 2 weeks, I got email from CFPB that they have forwarded my complaint to the Federal Reserve of X state when the HQ of the bank involved was located. From the time Fed Reserve got the copy of the complaint until I got funds back to my account took only 2 weeks, weekends included. I should've filed my complaint earlier had I known it was the only way to force the bank to attend to my complaint and resolve it. I hope the CFPB is not abolished.

It would be tough, as the CFPB operates under the authority of the Fed, not the Congress or Executive branch. But they're trying real hard to come up with grounds to fire Richard Cordray and replace him with a flunky that will neuter the agency.
