My Simon rep indicated the change was effective immediately (as of 4/26) and was due to "technical issues", but it was only temporary and they expect Staples to be added back in the near future. No date was given in the email she got from corporate.

Who wants to bet that if they come back, their website won't allow prepaids to be used for VGCs?

Hmm, I suspect you may be right.

Also, where to spend the 5 backs now?

Anyone seen "declined" on the cash back before?

I spent $10 (5% cash back from $200 at Staples on Sunday) at Lowes on Tuesday 4/25 and normally would have gotten $0.50 cash back from that purchase.

DATE TYPE DESCRIPTION AMOUNT BALANCE
4/27/2017 Declined Online $0.50 $0.00
4/26/2017 Purchase Original Sale LOWES #02529 * -$10.00 $0.00

I'm not calling in for $0.50 but I used up the $10 cash back, 5 in one transaction on a $50 Amazon GC. All got the same declined transaction.

Strange part is that a different purchase at the same store a few minutes early on a $35 Amazon GC got the $1.75 back without a decline.

Yep same. Only happens on my $200 5B cards. I called in and got the 50 cents without issue. They couldn't tell me why it happened.
