Reports indicate that the ATT Access More card still earns 3x.

Which Citi TYP, and using Plastiq for what exactly?

Different TYP cards earn bonus points on different categories. Premier earns 2x on "entertainment" and gas and 3x on "the broadest defintion of travel". But ATT Access earns 2x and the semi-dead ATT Access More earns 3x on "online" purchases (but not all of them). So that's the ones which have been earning 2x or 3x on Plastiq up to now. But:

Meanwhile, not all Plastiq purchases code the same AFAIK, even with the same card. So it matters not just what card it is, but who exactly you're paying with Plastiq.

(Keep in mind that Citi has certain cards they call TYP cards, but then other cards they don't call TYP cards but which still earn TYP. So the term "CIti TYP cards" can be very ambiguous.)

3x on exactly what? This site:

https://www.uscreditcardguide.com/ci...e-credit-card/

says that Citi sent out a letter this summer that it would stop earning 3x on rental payments, but not everything on Plastiq comes through as a rental payment (even if it actually is). So it's unclear how Citi is (or plans to) decide what is a rental payment and what isn't. So it might work for one rental payment and not for another. And it might still work on many other things that aren't rental payments.

Based on the history of this thread, pretty sure you can assume rent/mortgage.

Visa not being accepted for mortgages

I notice they do not accept VISA for mortgage payments anymore. It appears previously scheduled VISA payments will go through, but a warning notice appears if you try to change the date of a previously scheduled VISA payment.

With their 2.5% fees, there are few cards for which this is worth using. A 5% GM Mastercard is still a possibility, but this pay off only when and if a GM car is bought (and the points expire), and for me that is too uncertain to make using that card useful this way.

For ongoing use, perhaps. But for signup bonus minimum spend, it can very useful, since the signup bonus is almost always well over 5% in value. (But, of course, that only applies if you weren't going to meet the signup bonus minimum spend anyway without using Plastiq.)
