unactivated or tampered? If the expiration date does not match the packaging it could be tampered with. If just unactivated then that's less of a concern. It might be hard to tell they are tampered with, the ones I got were VERY good. No extra or different glue, just a few marks on the inside where they had torn out some glue and tried to make it look like that's the way it was supposed to be. Nothing on the outside of the package to indicate it either.

did they send you a new card?

I will say these companies become SUPER nice and polite when you get a lawyer to send them a letter. Tried to file a CFPB on AMEX Gifting Products because some of my cards didn't activate. Never got a response. Had my lawyer write them a letter.. Got a call from a SUPER nice lady the next day who is overnighting replacement cards.

I believe you have to demand they send you a new card. I just had them activate the ones that were in the packaging and literally 10 seconds later liquidated them after I got the email they were active.

I simply decided to do a dispute with my American Express. They are fantastic at these type of issues. I sent a few more emails to OV and got nothing. I will keep you posted as to the outcome.

Bad MS form. It is not the stores nor your cards fault for the issues you are having yet by doing it the way you are that is who is paying for the issue. Why are you emailing OV. Pick up the phone....

AMEX solves my problem
After no response whatsoever from Visa Vanilla ,I launched a dispute and within days, I received credit to my American Express rfor the card in question. That is why I love my AMEX card. This was my second dispute.First one was a European hotel that double charged me who would not refund me.Great customer service!

I'm surprised you went with that option, seeing as the fraudsters also have the number of the card you got. They could have stolen those new funds too. I think the smart option is to get new cards, even if you have to wait longer.
