First of all, as it is this thread is in the wrong location.

Restrictions are sometimes placed on those who do auction buying and don't pay within a certain time frame repeatedly. Have you been restricted with BuyItNow? Also, restrictions are common for some when buying GCs repeatedly. There are other reasons too including national citizenship/residency, banking, funding methods and others.
