Always test one gc before buying too many that you cannot liquidate.
As of 6/2017:
HB Vanilla mc & visa issued by Bancorp - liquidate at PO or some grocery stores, not WM. The Bancorp gcs are easier to liquidate.
Vanilla mc issued by MetaBank - might be able to liquidate at Kmart BP, Paypal, not WM or PO.

With the Vanilla cards, you set the pin on first use. Should work just fine. That's what I do now after buying the $500 MC card from Sam's. I take it to Kroger and buy my MO and enter a pin right on the spot. Works for me.
My local Sam's DOES accept credit cards to buy them!!

Transaction cancelled like what I experience at WMs with chip. And was told cash only (used freedom)...I was able to buy it with AMEX a month ago with swipe...I doubt anything had changed...but not sure
