Will moving to EMV scrutinize gebits?

Most credit cards and some reloadable debits have been chipped. My impression is that gebits will be left alone.

I can't even use my chipped card to swipe at WM to buy stuffs anymore.

Do you think the EMV program will further scrutinize the way how to drain gebits?

I understand that there are terminals who won't accept swiping with chipped cards. The digital world will take a hit on fraud, but I am wondering if the EMV liability shift will also increase scrutiny for draining gebits in store.
