I know having Parent A with Teen A & B etc where all teens are adults is possible
however.. can you do Parent A w/ teen A & B and then a separate account Parent B with teem A & B
So essentially have 2 parent accounts for each adult and both adults as each other's teens?

I am 100% sure w/d at MoneyPass ATMs are free for USbuxx. I w/d at the USBank atms and see the MoneyPass logo on them.
as to B/P, I prefer to do it on Serve because they're paid in 2 business days after initiating payments. I've tried and tested it for several months now without problems so I'll stick with it.

I don't have free ATM. My WM must match name on BB and "debit" card so it was the only thing I could load there. Then we would write checks, pay bills or transfer to bank account.
Opened a RB and then they shut the door. Went to a Target that had that door closed for months. They would only load debit cards. Not only was I able to load at a register, but they didn't even check to see if name was on it. At least it looks like I have a shot at using gift cards there.
It's not easy in my area and I don't have many options.
If you have other ideas to unload for free, I would love to hear.

There's basically 2 ways I drain USbuxx ~thru atm w/d and transfer to prepaids at WM via Kate/MC/registers. I 'seasoned' my cards for several months before I began to load and drain immediately. So far, so good.

Loaded $500. Have to wait 7 days for the next $500.
There are limits on the unloads too. I once tried to unload the whole $1000 onto BB and transaction was declined. I got nervous and thought that option had died. That's when I discovered that their were time limits on the unloads too. I think $800 is maximum.
Read up on what the limits and time schedules are.

$1000 a month. Not much but at least it's something. Useful for meeting spends.
