800-950-5114. Non-US agents are, as of at least August 15, 2015, able to do debit card payments. If they resist, ask for a US agent.
Please do not report that debit payments do not work over the phone, they do! Hang up and call again (HUCA) until you get someone capable.
The same thing can be done in a Citi branch, but you do not swipe the debit card or enter any PIN, so it seems likely that the same cards do/don't work in branch as over the phone.
The name on the debit card must match the name on the account. You can be an authorized card holder (they'll ask the name of the primary). You can also pay off Citi Business credit cards (only attempted as primary cardholder). Limit of one payment per debit card per account per day.

It's been hit n miss for me when trying to make payments with various VGCs (it's worth re-trying all BINs that worked in the past). I register the cards before I call and when it's my lucky day, my payments go through. HUCA has been my ally.

Topcashback virtual visa
I just paid with a virtual visa from Topcashback US (they provide more value than ACH). The card is issued by Bancorp.
Edit: to be clear, this is the card you get from doing an "account payout" at https://www.topcashback.com/account/payments . I have no data regarding gift cards issued by merchants featured on Topcashback.

I was not successful using MetaBank Visa GCs from Giant deal this week.
Will try HUCA tomorrow.

It seems we only benefits if we use prepaid GC to pay, or use the rebate Debit card to pay. There is almost no benefits if we use regular bank Debit card to pay.
So the PPBDMC does not earn 1% with this type of payments?
