800-950-5114. Non-US agents are, as of at least August 15, 2015, able to do debit card payments. If they resist, ask for a US agent.
Please do not report that debit payments do not work over the phone, they do! Hang up and call again (HUCA) until you get someone capable.

The same thing can be done in a Citi branch, but you do not swipe the debit card or enter any PIN, so it seems likely that the same cards do/don't work in branch as over the phone.
The name on the debit card must match the name on the account. You can be an authorized card holder (they'll ask the name of the primary). You can also pay off Citi Business credit cards (only attempted as primary cardholder). Limit of one payment per debit card per account per day.

I called the usual number to pay a BOA card by a Paypal BDC, but the transaction kept being declined. I called Paypal and everything seemed to be in good shape on their side. Did FIA/BOA crack down on processing debit card payments by Paypal BDC?

Thanks for your answer. Paying to Citi works fine. It is paying to BOA/FIA that stopped working.

Hi,

any recent data points on what debit cards (visa/master gift card) work to pay Citi payments? Giftcard.com's master gc issued by Bancorp used to work, but giftcard.com just recently changed the MC giftcard issuer to metabank....

thanks

no change, meaning, you can still use these gc. om mc to pay this way. i just tried a test $500 today successfully.

i wouldn't take the wiki list as hard and fast -- there are several up there under the "do not work" which do work, or some of those types work while other don't.

Curious if giftcards.com MC are a problem, why don't people just purchase VGC? I've searched for this and can't find the answer. Is it a MO at USPS thing?
