800-950-5114. Non-US agents are, as of at least August 15, 2015, able to do debit card payments. If they resist, ask for a US agent.
Please do not report that debit payments do not work over the phone, they do! Hang up and call again (HUCA) until you get someone capable.
The same thing can be done in a Citi branch, but you do not swipe the debit card or enter any PIN, so it seems likely that the same cards do/don't work in branch as over the phone.
The name on the debit card must match the name on the account. You can be an authorized card holder (they'll ask the name of the primary). You can also pay off Citi Business credit cards (only attempted as primary cardholder). Limit of one payment per debit card per account per day.

a word of warning: make sure you verify that the payment has been posted for the correct amount. It can be hard to understand numbers on the phone. The rep made a payment for $195 instead of $495 for me. I'm glad I checked online to see how much my balance went down by.

Also, I dont think this makes a difference but in my experince the account numbers always start with 5428-3760-...-...

Interesting find
A couple more data points for you
1. I never bought cards at Kroger (safeway has always allowed me to buy cards in virtually any amounts, combinations imaginable)
2. I don't buy the colorful MasterCards
3. I sometimes buy cards at office supply stores
4. I have always seen 3760 in any location
5. I never had problems paying citi (knock on wood)

I think we're getting somewhere now. I think my Kroger's have started with the same 8 as well. So either Citi is blocking a certain range of cards or possibly new(er) cards are being blocked (since Krogers allows cc purchases of these cards and get higher turnover than Safeway). I'll have to check my expiration dates from last month that worked and what the expirations and ranges that don't work today. I know my Kroger gets new shipments in weekly.

Funny...kinda had the same experience.
Tried to make a $1,000 payment but the agent must have inputted incorrectly because it only posted as $100.
Called back the next day for another payment this time for $900.

maybe I misunderstand a portion of your post but again, I have NEVER had any issues buying cards with my credit card from my local Tom Thumb (safeway) . They are always happy to sell me just about any quantity/amount imaginable, all after a quick look at my photo ID

Had 2 MCs from Ralphs, one with a 03/23 expiration and one with 07/20. Both exceeded withdrawal limit. Both cards began with 5428-4430. These were purchased before the news of the error but I didn't have a Citi balance to pay at the time ... :/

I have gotten as much as 10k worth of cards in one go!
About the only thing I get is dumb-founded looks by cashiers when I attempt to buy that much and the transaction shows "approved" without much as a second look
