800-950-5114. Non-US agents are, as of at least August 15, 2015, able to do debit card payments. If they resist, ask for a US agent.
Please do not report that debit payments do not work over the phone, they do! Hang up and call again (HUCA) until you get someone capable.
The same thing can be done in a Citi branch, but you do not swipe the debit card or enter any PIN, so it seems likely that the same cards do/don't work in branch as over the phone.
The name on the debit card must match the name on the account. You can be an authorized card holder (they'll ask the name of the primary). You can also pay off Citi Business credit cards (only attempted as primary cardholder). Limit of one payment per debit card per account per day.

Anyone else unable to pay with debit at all today? I made 5 (small - $100) payments Saturday evening to get rid of some swagbucks virtual visas, and unable now to pay since. Tried a couple of known debit cards that work, bank debit card, nothing works. Had problems the day after multiple payments before, but never two days after. Assuming it's a temporary thing since bank debit didn't work either, but curious if it's related to my account or global (I'd assume there'd be others posting if it was a global issue like their debit system was down but you never know).
Well this is certainly unfortunate. Will reach out to others I know to test or I will myself after work.

The one that’s failing can still be used at Plastiq for a 1% fee if this situation does not resolve itself at Citi. I tried a different BIN than the one that’s failing and it still works so it’s not a global problem at Citi. What are the odds these two BINs both stopped working within a month of each other?
