800-950-5114. Non-US agents are, as of at least August 15, 2015, able to do debit card payments. If they resist, ask for a US agent.
Please do not report that debit payments do not work over the phone, they do! Hang up and call again (HUCA) until you get someone capable.
The same thing can be done in a Citi branch, but you do not swipe the debit card or enter any PIN, so it seems likely that the same cards do/don't work in branch as over the phone.
The name on the debit card must match the name on the account. You can be an authorized card holder (they'll ask the name of the primary). You can also pay off Citi Business credit cards (only attempted as primary cardholder). Limit of one payment per debit card per account per day.

I notice the wiki mentions that Citi Card can be paid over the phone with the UFB Direct debit (checking?) card. When making this payment by phone, does it register the transaction as POS/Purchase, and that's why rewards the AAdvantage miles for UFB? I'm very surprised to learn that one could earn miles on payment for a bill, but I'm exceptionally new here and trying to wrap my head around this whole thing.
If someone could kindly provide any insight they may have it would be much appreciated!

Ok - that said, it dies on 5/31/15. Go forth and charge!
And then, you might see your miles in 60 days if the compliance team @ UFB doesn't think you're abusing anything.

Also had a problem using TDBuxx (tried a few different cards) for $250 on various Citi cards. They claim the error is not on their end. These debit cards have worked for me before, but no longer. A bit of a PITA, but what can you do?

I thought that the changes on 5/31 are for purchases at stores and the like?
Is there ABSOLUTELY nothing that can earn me 0.3 miles per $ with these policy changes?
I opened the account on thursday, lady on the other end of their line with their customer service said that things were changing from 0.5 per $ to 0.3 per $, but she did not tell me anything about these changes.
In either case, you are saying that Citi codes a payment over the telephone as a POS/Purchase? Conceivably one could use a credit card to pay Citi bank bill without incurring CA fees if telephone bill-pay is coded as POS/Purchase?
