I doubt Google will roll it out for everyone anytime soon if it's anything like the beginning of Gmail when they started doing invites for it. Lasted 1-2 years.

I have two GW accounts in our household for a while (probably close to 5 yrs) with periodic activity and neither of them have the feature even though once I received a refund in to one of them. Not sure if it helps but I just verified both the accounts.

What's new is that now Google Wallet can be downloaded on "any" Android device. Before, it was select devices.
