Gotta say, the Safeway fuel program isn't nearly as generous as Giant's. Max $1.00 off per gallon, vs. Giant's $2.20.
Also: In Northern Virginia, where there are lots of Safeway stores, the fuel discount is only available at 2 Safeway-owned stations. No network of Chevron, etc. stations.

i went to one safeway where i boughta single card (grey/silver grid design) and i got 1x gas points.
on the same day i bought a single card on another store (it has a red gift box on it) and i got 0 points.
note that the cashier on the 2nd store didnt want to ring up my cc but i mentioned i bought one "recently". he asked the other cashier and she was ok with it.
also worth mentioning the 2nd store needed managers card to finish the sale while the first one went fine.
should i have used a family member's phone number on the second card or those things are store policy? i read that up to 1 card shouldnt need manager approval

Noticed the same thing yesterday. Had been getting 2X on the flowers but only posted as 1X. It was good while it lasted!
