CVS is cash only for all Incomm-related reloads and reloadable cards, including Vanilla Reloads and Serve swipe reloads. See memo to stores for complete list. Other cards at CVS can still be bought using credit, but YMMV depending on location, Manager, etc.
New limits rolling out starting 10/20:
Transactions with $300 or more of card face value require ID.
Limit $2000 of card face value per 24 hour rolling period.
Limit of 10 cards per 24 hours.
Cashback posted in 48 hours.
Cash Register Freezing
Multiple reports that the CVS cash register will freeze and lock after scanning the ID when purchasing multiple prepaid cards. Then the register's computer needs to be restarted. Some report that "swiping" the ID instead of "scanning" will avoid the issue.
Limit of 7 tenders (swipes) per transaction. This is most commonly run into when using low-value AGCs. After seven, the transaction must be complete, no cash (or any other payment method) will be accepted to pay the balance.

The other advantage of Serve over BB is that you can do $1K online via CC and $1K online via Debit card (in your name).

I've noticed the same in my area. Never a problem finding VRs in the last year until recently. Last time I was in I saw two knuckleheads grab entire stacks and go to the register. Both bought 5k worth until the cashier told them they exceeded their limit. Pitched a fit. Who knows what happened to the left over cards. Very nonchalant attitudes too. The same two or three cashiers work the evening shift when I go and they told me they've seen a lot of new faces.
I've seen other morons and Staples trying to buy thousands in $200 gift cards. Which of course requires store manager approval and lots of scrutiny. Discretion is out the window.

is there any particular reasons i shouldn't let them scan my ID? do 2 transactions of $500 each versus 1 transaction of $1000

I'm afraid it's related to the Citi offer. Many people got 2 cards and they don't
have other ways to spend $20K in 3 months…
I'm surprised that offer is going on for that long, that made everyone

There's also a lot of VR fraud on instagram and twitter. Search #vanillareload and you'll find lots of interesting individuals offering to flip your money for you. The claim is they can return 10X your money because they work for Incomm and can add a 0 to your funds balance once they know the code on the back of your VR.
Scam works by having the goat buy a VR and send the code on back to the individuals on instagram/twitter. Then like your Uncle King in Africa, communication breaks down.

The local police have issued fraud warnings on these cards, some people are calling up small resteraunts, telling them they are the local power company and that their bill is deliquent, then telling them they need to goto drug store and purchase 400 VR card can call beack with the number or there power will be turned off that day. worried they will be shut down that evening during rush many seem to fall for it.

Quit being so paranoid. CVS is protecting itself because it doesn't want to get in trouble with any federal agencies. The government has put the burden on banks and financial services businesses to know where the money people are depositing, or "loading" is coming from, and to implement reasonable policies to prevent theft & money laundering.

Those that are paranoid and afraid actually help those (Me) by not stepping up their game. That, theoretically, leaves VRs on the gift card racks so that we can buy 5K a day. More with the Wife along.
So grab your 2 cards for less than 1K, keep that DL safely tucked away in your wallet. The game, when played to the max, isn't for the What if-ers.
No Guts, No Glory. But as usual, YMMV
