CVS is cash only for all Incomm-related reloads and reloadable cards, including Vanilla Reloads and Serve swipe reloads. See memo to stores for complete list. Other cards at CVS can still be bought using credit, but YMMV depending on location, Manager, etc.
New limits rolling out starting 10/20:
Transactions with $300 or more of card face value require ID.
Limit $2000 of card face value per 24 hour rolling period.
Limit of 10 cards per 24 hours.
Cashback posted in 48 hours.
Cash Register Freezing
Multiple reports that the CVS cash register will freeze and lock after scanning the ID when purchasing multiple prepaid cards. Then the register's computer needs to be restarted. Some report that "swiping" the ID instead of "scanning" will avoid the issue.
Limit of 7 tenders (swipes) per transaction. This is most commonly run into when using low-value AGCs. After seven, the transaction must be complete, no cash (or any other payment method) will be accepted to pay the balance.

Sales are at the discretion of the manager.
They can technically deny sale to any or all customers if they deem fit although I think they should have a justifiable reason for doing so. They certainly don't have to justify it to us but they would have to justify their behavior to the higher ups if asked.
Even though the very existence of this deal is at stake I don't think anyone (not even me) would start calling corporate and complain about the supply.
Seems to me that the managers are in cahoots with each other and taken it upon themselves to relieve themselves of this problem.

It is very unlikely that a CVS manager would have any special insight into what is going on if any program were connected to a government request.
I think the limit increase was based on the implementation of the record keeping system...once they have a database that requires positive ID that can be queried upon request the compliance risk drops significantly. The fraud risk is reduced as well.
Western Union has for years allowed you to send huge amounts of money and also records information. What makes this any different?
The IRS already has access to a fair amount of credit card data, including sophisticated user profiles. Excessive MS could in theory trigger a review, but that doesn't have anything to do with your ID being scanned.

Also, I'm thinking of walking into Corp CVS (I'm in PVD every week for work) and seeing if I can talk to the folks that run this whole thing. Maybe I'd get some answers??? Then again, this is working pretty well for me right now, so I'd better not stir any pots.

Not sure how many of you live in the city, but both of my local CVS's that are in the ghetto that are very close are always well stocked. If you don't mind going there it might be something for you to try.

It actually amazes me the level of trouble, difficulty and annoyance you guys all have to go through. It is absolutely smooth sailing around here. Never had a single problem with stock levels, staff or using CC. Even in the new $5k world. I have noticed stock levels dwindling, but only from overly abundant to reasonably abundant. Y'all should come live in NC. Actually on second thoughts y'all can stay right where you are
