CVS is cash only for all Incomm-related reloads and reloadable cards, including Vanilla Reloads and Serve swipe reloads. See memo to stores for complete list. Other cards at CVS can still be bought using credit, but YMMV depending on location, Manager, etc.
New limits rolling out starting 10/20:
Transactions with $300 or more of card face value require ID.
Limit $2000 of card face value per 24 hour rolling period.
Limit of 10 cards per 24 hours.
Cashback posted in 48 hours.
Cash Register Freezing
Multiple reports that the CVS cash register will freeze and lock after scanning the ID when purchasing multiple prepaid cards. Then the register's computer needs to be restarted. Some report that "swiping" the ID instead of "scanning" will avoid the issue.
Limit of 7 tenders (swipes) per transaction. This is most commonly run into when using low-value AGCs. After seven, the transaction must be complete, no cash (or any other payment method) will be accepted to pay the balance.

So if OP has 4 credit cards, he is implying he buys 4 X 500 VR total 2k per trip
if he does 495 X 2 ( X 4 cc) on each card, he can do ~4k per trip
moot point but 2 trips to cvs will get him 4k - if he is gunning for 10k / month, 1st story would take him 5 trips, 2nd story does the job in 2 trips
- saves gas

Bought my first bean today at CVS, only one for $500. Exhilarating! 
I am trying to meet minimum spend on my new SPG card, and I drove by a CVS today so I figured I would give it a shot. Loaded it to my Bluebird and pushed a payment to Amex. Good stuff.

I would never purchase.load and pay the CC all in the same day, unless I wanted a fast exit out of the game

I also don't like paying my amex with bluebird. I did it a few times with no issues, but I prefer to stick to paying the chase, citi, barclays, etc cards and/or rent with bluebird. If Amex really wanted to, they could track who is buying reload cards on their amex just to pay amex back via bluebird. Both systems are theirs. I know it's a very small chance they are actually doing this, but it would make sense for them to do so, so I'm just avoiding it most of the time.

Odd data point, most likely an outlier. Recently moved to eastern socal, went to a local cvs yesterday and bought 2x500 and had to ID swipe, everything went through fine. Today I returned to same store, cashier asked for ID and credit card, called the manager and said it was an out of state ID, and they decided not to sell to me.
Cashier said it was due to the fact that the Credit card did not have a "film" that lit up underneath black light, I thought she meant ID but i've had mine looked at under black light at Bars before. She wouldn't take any other of my credit cards either, sounds like an excuse just because ID was out of state.
Had to drive another 20 min to a diff cvs. I know i'll just return to wait for the cashier that gave it to me no problem, but its still frustrating.
Both places only allowed 1k even though they scanned my ID
