- Aldi supermarkets, not sure if fee free or low fee. Some stores don't have ATM. Don't make special trip.

- RaceTrac: Possibly only TX locations only Store locator here, hit the magnifying glass in top right corner $300 limit $2 fee in Houston as of 2/2015

Ditto that being said if anyone is in AZ and knows some of them that I could find I would greatly appreciate it. One week I went on an ATM hunt of all the banks anywhere on my path. Cheapest I found was $2.00, so I settled at Costco.

Charles Schwab Investor Checking accounts have no ATM fees anywhere in the world. You can use your card to get cash at any bank's ATM machines.(You get reimbursed for all of them.)
We've had Schwab accounts for years. We have no fees on anything! The only negative is they don't have branches where you can take cash so all deposits have to be by check or wire, and they have to be sent in or taken to a branch which will send it in for you.

MoneyPass ATMs
Hi. I downloaded an APP to find "money pass" ATMs where you could withdraw funds from the bluebird card, either free if you do direct deposit or for $2 if you don't. It listed a PNC bank near me and gave me the address. I withdrew $400 and then saw I was charged the $2 as planned but also $3 for using the ATM. I called Bluebird customer service, they looked it up and reimbursed me the $3. I asked them how this happened and was asked "did the ATM have a moneypass logo on it?" I asked if it was possible that at the location provided by the app that there could be both moneypass and non-moneypass ATMs and they werent sure.
Anyone else have problems with moneypass ATMs shown by the APP charging fees?
Thanks.

You're missing the point.
Most ATMs don't charge a fee for cards in their network (whatever their network happens to be). There are countless examples of these - these are everywhere.
It's the rare ATM that doesn't charge a fee regardless of what network the card is in (or if it has no network at all). Those are nice (and hard to find).

Some cities in California attempted to ban surcharges, but the federal government sided with the banks and the cities lost the case (Bank of America v. City and County of San Francisco, in the 9th Circuit Court of Appeals).
Washington Mutual was the last major bank that had surcharge-free ATMs. They also had free checking and lower fees on many other things. Needless to say it didn't work out so well for them.
Why would anyone offer a surcharge-free ATM? Most people can avoid surcharges by staying in network or getting reimbursements, and those that can't will pay the surcharge if they really need money. Having an ATM without surcharges is just leaving money on the table.
