Covid-19 Transfers in FRA and VIE
 
Hi FlyerTalkers,

Sorry if this has already been answered, but I can't find an exact answer in search.

In July, I need to fly Sydney (SYD) to Rome (FCO).

LH & OS offer connecting flights SYD-HND-(FRA or VIE)-FCO in July. My question is, will I be able to transfer to the flights in FRA or VIE?

I am an Australian Citizen and Italian Permanent Resident.

Authoirties in FRA will allow you to transit if you can show that you have a purpose to go to your final destination:


Germany
Published 22.05.2020
1.Passengers are not allowed to enter Germany.
This does not apply to:
- nationals of Germany;
- passengers with a residence permit issued by Germany;
- passengers with a D-Visa issued by Germany;
- husband, wife, child and registered partner of nationals or residents of Germany;
- partner of nationals or residents of Germany if arriving from a Schengen Member State;
- passengers with evidence that their travel is to perform a professional activity, e.g., commuters, diplomats, nursing staff, food industry personnel, specialists;
- passengers in transit to their home country, if there is no other travel option. The purpose of travel and the entry requirements for the destination and transit countries must be proved;
- US military personnel stationed in Germany and their family members;
- merchant seamen who are going to sign up on board or leave Germany for the purpose of repatriation.

3. Passengers allowed to enter Germany must self-isolate and must proceed directly to their own home, or other suitable accommodation for a period of 14 days.

Austria

1. Passengers are not allowed to enter Austria.
- This does not apply to nationals of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and Switzerland, and their family members living in the same household.
- This does not apply to passengers with a British passport and their family members living in the same household.
- This does not apply to residents of Austria.
- This does not apply to passengers with a "D" visa issued by Austria.
- This does not apply to passengers with a medical certificate dated from a maximum of 4 days before their arrival in Austria. The medical certificate must confirm that the person is not affected by Coronavirus (COVID-19), and be in German or in English.
- This does not apply to:
a. passengers traveling on diplomatic missions and their family members if living in the same household, and
b. employees of international organisations and their family members if living in the same household, and
c. passengers with a documentation of the foreign police act (Fremdenpolizeigesetz), and
d. humanitarian workers, and
e. healthcare professionals, and
f. crew members of emergency, rescue/ambulance or ferry flights.
2. Passengers who are exempt from the entry restriction must self-quarantine at home for 14 days or go into quarantine for 14 days.
- This does not apply if their immediate departure is ensured.
- This does not apply if holding a health certificate confirming that the molecular biological test for Coronavirus (COVID-19) is negative and that is not older than 4 days.
3. Flights from Belarus, China (People's Rep.), France, Iran, Italy, Netherlands, Russian Fed., Spain, Ukraine and United Kingdom are suspended.
- This does not apply to mission flights, ambulance/rescue flights, repatriation flights, transfer flights or flights to transport seasonal workers in the agricultural or forestry sector as well as nursing and health personnel.

Have you checked the transit requirements for Japan?
QR seem to currently have the most options ex AU.

But other airlines/airports are starting more flights/transits
Would expect late July to offer more options than early July. MEL - BNE may offer some alternatives.
No need to book until a few weeks/days before the flights.
The situation is still changing for flights and government requirements

Thank you most kindly. Yes, the transit requirements for Japan with ANA are ok. It was the transit requirements for Frankfurt with Lufthansa (or Vienna with Austrian, or Zurich with Swiss) that I am most concerned about.

I appreciate your suggestion of only booking a few weeks/days before the flights. That sounds like a very wise thing.

Dear sydunipete,

I am exempt from the departure ban because although I am an Australian citizen, I am ordinarily a permanent resident in Italy. Though, at present, I haven't found a suitable flight yet.

I am Australian . Italian dual citizen but spend most of my time in Australia. Unfortunately it makes it difficult to travel out of Australia to help my elderly parents. I will apply for an exemption in the coming days but I don't enjoy this level of government control in my life.

How about transferring to a non-Schengen EU flight? Do the transfer restrictions still apply even though one doesn’t enter Germany?

Dear sydunipete,

If you are an Italian citizen, aren't you also already exempt? Especially if your Carta d'identità displays your Italian address?

No. The Australian controls say you must be able to demonstrate you have lived outside Australia for more than half of the previous year. I can't do that. I am an Italian citizen but not an Italian resident so I don't have a Carta d'identita'.

My situation has developed further. My wife's father is close to passing (yes it's covid) and I need to know if I can transit in Germany on LH to LH. The situation is:

My wife has Swedish passport, I have Italian passport. We hope to fly SYD-HND-FRA-ARN before the end of June. I spend a lot of time in Sweden but I can't prove that I am returning to my place of residence (depending on the level of proof required). Sweden doesn't require a residence permit for somebody in my circumstances.

Would I be permitted to transit FRA either as the husband of a Swedish national, travelling together or as an Italian without a Swedish residence permit. But travelling under compassionate circumstances. (We have a letter from the hospital, marriage certificates etc.)

To complete the story, we have applied to Australian authorities to be able to leave the country on urgent personal business, and HND transit is ok.

FRA or VIE Transit will be OK too. All restrictions inside the EU were lifted on Monday. Especially for EU citizens there should be no problems.
