My (non-scientific) experience is that my SEN status hasn't helped open availability/ accelerate clearing of PPB requests. So I'd say it's low down the order of priority, around the level of other partner airline programmes.
I've asked for PPB upgrades and been told no. I call the SEN hotline straight away, and it clears after a request.

India never used to allow it...not sure about the current situation.

On my recent case, it was the latter. Outbound flight was at the waitlist and was cleared on the same day it was placed, A8 was availability.

I had the experience recently where PPB told me upgrade was not possible, no waitlist. Then I went to HON Service to try the upgrade with my M&M miles and they were able to put me on the waitlist and at the end the upgrade cleared. So to me it looks like status is not taken into account for PPB upgrade requests.
