Doing business in LAX

Does anyone know how LAX (and other airports, for that matter) approach leasing out space to businesses that want to operate there? From my research, it seems that there is a tender/RFP process for things the airport needs. But what should a business do if they have an innovation that it thinks the airport would find interesting but may not fall into the current scope of things the airport procures?

Airports are very lucrative spaces with big companies, like HMS Host, Westfield and others commanding large presence. But airports are also municipally-owned and I wonder if some part of their charter is to help the city foster innovation and allow startups to have access to decision-makers. Any constructive thoughts would be appreciated!

LAX makes it easy (at least to find the front door). They have a whole site on how to do business with LAX.
