It used to be a more or less real frequent flyer program/alliance owned by ten Latin American airlines. Now? From the globalpass.com FAQ:

GlobalPass is a mileage portal that offers customers the ability to use Miles as Money, in other words, use Miles as a form of payment.
GlobalPass Providers offer travel related services and products where customers can use GlobalMiles as form of payment, or, earn GlobalMiles when payment is made by credit card.
GlobalPass Programs allow transfers/swap of miles and points and convert to GlobalMiles to then use Miles as Money.
