Miles or no miles on KL ticket with non-partner? (ANA)

Last month I booked a J roundtrip AMS>HKT and then TKY>AMS (via KIX)
The TKY>KIX segment was part of my KL booking, but operated by ANA.

However, I didn't get a flown segment or miles for it. I've mailed the Flying blue team, but I'm getting a few stock answers that ANA isn't a partner or skyteam member (I know), so I don't earn miles on that.

Is that true though? Don't I get any miles or qualifying flights even though this leg was booked as part of the full round-trip of my KLM ticket?

You might get award miles but not level miles or segments for such flights.

The ANA flight will probably also be under an NH flight number instead of being KL-coded? Who issued the ticket doesn't matter.

That's true when your ANA flight didn't have a KL flightnumber. KLM sells non skyteam flights without a KL flightnumber, so zero level miles/qualifying segments.

To piggyback on this, is it true you can redeem miles with JAL? I haven't found any info about it online but FlyingBlue lists them as a partner...

In theory, yes, but in practice, it may be difficult to get tickets issued.

Please report back on your experiences.
