Hand-baggage check at gate

I am flying LHR-AMS-FRA

I have handbaggage that may be larger by 1cm then the allowed hand baggage. Can I check it at the gate to destination? What is the fee? (no baggage allowance ticket)? (would they waive it if gate is busy and they want to get flight out etc?)

They are not likely to notice or worry about 1cm, for smaller aircraft like F70 and E190 they might gate check wheeled bags. There will not be a charge for this

Note, however, that if the handluggage is clearly much larger than the posted sizes, it is likely to become a problem and you are likely to be charged to check the bag.

Agreed.

If and when KL ever gets its act together and starts to consistently use gate sizers, then it will be a matter of bags either fitting or not.

I wouldn't hold my breath waiting for that day to come.
