Involuntary Reroute -- What are options?

I had purchased a open-jaw FCO-DTW-AMS-LIN ticket through KLM. I've already flown FCO-DTW. I just got notice that KLM has re-routed the last leg to MXP. I have no status with KLM, and this was a basic economy ticket that with a paid upgrade to econ+ on the first 2 legs.

The ticket has the following

Restriction(s)/Endorsements : Invol Reroute Nonref/Penalty Applies -Bg Dl

Does Nonref/Penalty mean I can cancel and get a voucher? Ideally, I'd like a full refund. This post http://www.flyertalk.com/forum/17869025-post12.html says I can get transit to LIN, but the link to the reg is dead. I couldn't find a current version of the reg.



Long version:

I was in europe last year for a wedding and booked my flight there using points on LH. I wanted to fly home non-stop FCO-DTW, and It was cheaper to buy a RT ticket than a one-way. My plan was to return to Italy with my father this year and use points to get home. My dad is having health issues and doesn't want to go. I had planned to go alone but it would be easier for me to just cancel the trip and go some other time. I had booked a VCE-PHL-DTW on AA for my return, but AA canceled the first leg of that flight on me and I haven't rebooked a flight back.

AFKL's fracturing relationship with AZ means that they are moving the majority of their Milan flights from LIN to MXP.

There may be a flight earlier or later that day that still goes to LIN and you may be able to ask to be put on that flight instead (of course, if that flight has departed prior to your arrival in AMS, then this will not be possible, though of course you could ask to be put on a different, earlier DTW-AMS flight where such a flight exists).

However, LIN and MXP are both covered by the metropolitan code MIL, so you are still being carried to Milan. This is unlikely to be seen as much of an inconvenience for any traveller bound for Milan. However, if you want to see if you can get refunded, then ask for it. You would have to ask the agent that issued the ticket. I am not sure how they would calculate the value of the refund in such a case, though, as it would most likely have to be repriced as a one-way.

(PS: a "closed-jaw" is more normally called a "return". What you booked looks like an "open-jaw" - it is "closed" at DTW, and "open" at FCO-MIL).

Ahhhh That's what I get for posting while I'm still in bed, right after getting the email notice from KLM of the flight change!

Thank you for the advice! I'm going to try and ask for a refund and see what they tell me.

Although, changing flights to LIN should be easy. I have a long layover in AMS.

I wouldn't be so sure:

Air France KLM yesterday (17JAN17) yesterday announced planned service resumption at Milan Malpensa, scheduled to begin on 26MAR17. From the same date both carriers will reduce their operations at Milan Linate.

Planned adjustment as follow.

Amsterdam Milan 3 of 4 daily Linate service moves to Malpensa (MXP). KLM last served Malpensa in Feb 2012

Only if you can get on the first DTW-AMS of the day - DL132/KL6018 - would you be guaranteed to make the sole remaining LIN flight that departs at 08:25.

There is no guarantee, however, that this flight won't also be moved to MXP, possibly at even shorter notice than happened the other flights.

Actually, the way your ticket was annotated seems to imply that this "reroute" (which it isn't really; you arrive in the same city, just at a different airport, but in the great scheme of things, this is inconsequential) won't qualify you for any exemption from the normal change/cancellation rules.

http://eur-lex.europa.eu/legal-conte...4R0261&from=EN is the regulation in question (EC 261/2004). Article 8 paragraph 3 provides:

When, in the case where a town, city or region is served by several airports, an operating air carrier offers a passenger a flight to an airport alternative to that for which the booking was made, the operating air carrier shall bear the cost of transferring the passenger from that alternative airport either to that for which the booking was made, or to another close-by destination agreed with the passenger.

I have a booking for LIN-AMS-YVR and YYC-AMS-LIN in May 2017

As soon as I get noticed that both my flights were moved from LIN to MXP, I asked for free transfer to MXP (also considering that the first flight is at 6.45AM).

Whereas at the beginning they seemed keen to provide this

We regret to hear that your originating airport has been changed, Kadath. We know that you want this trip to become a memorable one. We're going to check the possibility of your request if transportation will be provided free of charge. May we also know if you're flexible with the dates?
In the end they slammed the door on anything, just giving the option of considering refund of reasonable transportation (BTW, what is reasonable? A taxi ride to MXP, i.e. 95 euro from Milan downtown or 105 euro from LIN, is considered "reasonable"?).

Please note that they are currently offering free limo service for business class users, so they could easily extend this option for these disruptions...

What do you suggest?

KLM denied me the change. I ended up not taking the flight

I am only aware of KLM having offering business class transfers in the UK (Manchester and Heathrow) to New York passengers only for a short period many years ago:

Having done a little searching, it seems that a similar service is offered in Spain for longhaul tickets booked in and departing from Spain:
