Yes and yes.
Suica is issued by JR East, so obviously it works in their network. JR East has a sharing agreement with PASMO, a consortium that includes Tokyo Metro, so yes, it works on their network too. A brief guide can be found here. A user's guide in English can be picked up from any gate attendant's booth or Midori-no-Madoguchi office, pdf version here. |

suica (and pasmo) can be used also for toei subway lines and suburban non-jr railway services such as odakyu, keio, keikyu, keisei, tobu, seibu as well as buses.
suica and pasmo can also be used for shopping at some stores including many convenience stores such as am/pm, familymart. |
Every time I go to Japan there are surprises, but one of the most pleasant was when I went in November 2007 and learned that now I needed only ONE electronic debit card for all (at least all the ones I rode during that trip) the means of rail transit in the Tokyo-Yokohama area.
