Yes, it duplicates the questions you answered in advance. If the point is to confirm that, no, you don't have anything prohibited, then they should ask that just at the kiosk. Have the customs QR merely identify who you are (which really could be the immigration one), answer the questions at the kiosk, and move along.

The kiosk interface has been updated, from initially asking for all of your inputs again, to just asking you to confirm your inputs.
