Tokyo Day-Rate Hotels
We will be arriving by cruise ship at 8:00 AM, and I have a 7:00 PM NRT departure. Wondering whether anyone has recommendations for a a nice Tokyo Hotel that would allow us a Day-Rate use with checkout around 3:30 PM? It would be great to have most of the day to tour around a bit.
If this is not available, will consider an FHR booking for the night before, with guaranteed 4 PM checkout. Or, just hiring a tour guide for the day.

This isn’t super helpful, but the Pen Tokyo now offers “Peninsula Time” stays on most rates.

A lot of hotels started to offer "day use" during the pandemic to cater to the demand from folks working remotely etc. I don't know if they will all continue to do this when regular business picks up, but for now you can find a lot of them on ikyu and other hotel sites. Not much info. in English, unfortunately.
For your situation - arriving at Daiba? departing NRT, you might find the Royal Park Hotel at Shiodome convenient. T&Cs state check in any time after 9:00 AM and use the room for up to 12 hours.
