Haneda International Terminal will be renamed to Terminal 3

Currently HND has three terminals; Terminal 1 which is primary JAL, Terminal 2 which is primary ANA, and International Terminal. Ministry of Land, Infrastructure, Transport and Tourism has announced that International Terminal at HND will rename to Terminal 3, which rename will take effect on March 2020.

Part of Terminal 2 gates will be made to international capable and ANA is planning to operate some international flights from Terminal 2. To avoid the confusion current International Terminal will rename to Terminal 3.

Why March 2020? Yes, it is the year of Tokyo Olympics.

Still need to take a bus to access it or are they building some tram thing? Can someone briefly describe the process on getting there from Tokyo? Train to Term 1/2, then shuttle bus to 3? Any room for lots of luggage on bus?

I think you're confusing it with NRT T3.
HND has Tokyo Monorail and Keikyu serving it and both go to all terminals.

By the way, as of now, T3 is still only accessible on foot from T2 or by shuttle bus.

Haneda International Terminal (which will be renamed T3) has its own stations for the Keikyu line and Monorail. It has been that way pretty much since the start AFAIK.
Take the train all the way if you're coming from Tokyo. Shuttle bus is for inter-terminal transfers.
