ummm. I'm not trying to be sarcastic but that's kind of the point of this thread. So I'd say yes...yes...they do.

I couldn't find any nikka 17 in December but I drank a lot of it during my stay. Wished I got a bottle.

It's going to be nigh-impossible to find them in the retail market in Japan, or pretty much elsewhere. Sadly Japan is going to have the least amount of them (There's 5,000 in all the world), and from what I've read (and heard) some bigger liquor shops and famous whisky bars in Japan, said they won't be getting them in either (except maybe later on the secondary market at a very high markup).
The majority of the 2016 Sherry Cask bottles that are being released in Japan are going to the Japanese hotels, who are willing to pay Suntory the most to have them first and then sell them "by the shot" to tourists looking for a taste of that rare dram at a severely high price. So if you really want a taste, I suggest trying the 5 star hotel bars like the Park Hyatt Shinjuku, Ritz Carlton and Four Seasons Tokyo.
If you want the whole bottle, you might have to look on the secondary auction market.
Good luck.
