On-Board Cell Phone Usage Policy Eased
 

Japanese government eased on-board cell phone usage policy effective Apr.1.
Now you can use your cell phones or wifi devices until all the doors are closed and after any one of them is opened.
This applies to all international and domestic flights while the aircraft is on Japanese soil.

It's about time Japan caught up with many other countries, though some foreign airlines have been applying their own rules even when an aircraft was on Japanese soil.
