Yeah, at least competition may bring something new.

Second runway has been lengthened, thus capacity has increased.

Also as O Sora points out with both JL reducing it's international flights and both JL and NH decamping to HND it will open up more slots.

As I have heard the NRT 2nd runway, which is now 2500m, is slated to become 4000m within 10 more years
They have finally got the land, but it's goign to take forever to get those NIMBY's out before they can start construction.
