Covid Measures for TRANSITING Narita?

JAL to ANA should not be a problem. Leave a decent time for check in, as it may take a bit of time for them to verify your connecting ticket.

Make sure you have left sufficient time to change terminals, that it is a same day connection, and don't count on having checked luggage.

No security / health checks for transit 20 Jun 2022

Separate rules for transit ( vs entering). I flew ord-nrt-Cgk and there were no security or health checks at NRT. Will be doing return tomorrow and will report if anything changes.

Yes, it has been like that throughout the pandemic. No health requirements for transit in Japan. Arrivals from the US are considered clean and don't need security checks in Narita, there will be security check going the other way.
