ZIPAIR has applied for NRT-HNL route and plans to operate a daily 788 flight from winter 2020.

Wouldn't that fall under open skies between Japan and the US, ie. the application is merely formality and the route is a given if the corona situation quiets down again.

I think so. But does it require any kind of ETOPS certification to fly to HNL?

ETOPS 180 would be required.
