Premium economy bookable but no seats available
I went to JAL's website to book a flight from ORD - BKK specifically so that I could book a premium economy seat. The website allowed me to select my desired flights, but when i went to select seats for my flight there were no seats available in the premium economy on my first segment, but I was able to select a seat for my return flight, so the seat maps were working.
What is the likely outcome if I book anyway? Will they find a seat in premium economy for me or will I be put in economy after paying $1,000 more for the flight? Is an upgrade to business possible?

There are blocked seats but if all seats are really taken you could be assigned a Y seat or someone with status will be moved to C before you get an op up.
