NOTE: This property was supposed close ~12 months for refurbishment sometime after Chinese New Year (5 Feb) in 2020. It seems the moved the date (again). Rooms are currently (Sep19) bookable in Aug20)

Booked using Reward Nights was "upgraded" to City View Superior room WITHOUT RA benefits.

It's worth a try for you. The staff at the Intercont HK were generally useless in addressing complaints whilst I raised them whilst staying there, and I felt they were rather insincere as well.
The chief concierge seems a rather arrogant chap as well and also gave me wrong info about fruit markets...

Completely agree with this. Especially if you have been having hotel breakfasts the past weeks before coming to HK - save the money on buffet breakfast and head for the local food.
If anything can make up for the smog / intense crowds (of somewhat not so friendly and courteous people) / dirty streets, it would be the food. Though be prepared for the not so stellar service.

I have not stayed at any IC as a RA where they upgraded me to anything less than a full proper suite and I wouldn't consider Junior Suite upgrades to be in the spirit of the RA upgrades program.

I'm surprised that no one has complained to AMB about this hotel not providing a proper "Suite" upgrade for RAs. According to the T&Cs RAs are entitled to a "Suite" upgrade and a "Junior Suite" is definitely not a proper suite as it has no separate bed room.
I have not stayed at any IC as a RA where they upgraded me to anything less than a full proper suite and I wouldn't consider Junior Suite upgrades to be in the spirit of the RA upgrades program.

Quoting t+c's which do not guarantee us RA's a Suite
"An upgrade to an Executive room, Club InterContinental room or a Suite for Royal Ambassadors at check-in is guaranteed. Where a Club InterContinental room is given, Club lounge access must also be given"
Had similar large single rooms called either Junior suite or Studio Suite at eg London Park Lane, IC Amstel. IC Manila, IC Paris Le Grande
Only proper 2-room Junior Suites based on reservation descriptions I remember are IC Berlin and IC Bucharest.

Be careful what you ask for. A RA is not entitled to a suite, but to an executive room, a club room or a suite. Considering that a junior suite is more than an executive room, a junior suite should do the trick. And I have staid in close to 50 IC hotels worldwide. And their are several, in particular in North America, but in Europe too, that give you by far less than a Junior suite.

Hm, I'm obviously staying at different ICs (mainly AU/NZ and some selected ones in US/Europe/Asia). I guess, if they don't upgrade me to a proper suite I always opt for Club access instead, but in the case of HKG IC this doesn't seem to be an option either.

Even when I book the cheapest room in Hong Kong, I get a upgraded to a very nice, large and well appointed room. It's not a suite and it's facing the city, but still nothing to complain about when you look at the value and cost of the rooms.
And hotels cannot just "make up whatever they want" and call it an Executive room. The IC chain has standards plus the market is the ultimate decider.

Returning from the excellent Conrad in Macao to Hong Kong to catch a flight out to Europe we decided to spend a weekend at the IC before checking in at the airport. The feeling was that once in a lifetime a room with a harbor view is a must. Booked a Deluxe Harbour View Room for the Fr/Sa night as a paid stay for an exorbitant price, second night as points. At check in I was offered to stay the second night in the same room for a copay of the equivalent of US$ 100.00, which I agreed to. I told I got upgraded, I am still not sure. Room itself was smallish, the view was nice but nothing to get overly excited about. The "ledge" between the window and the side of the building was coming apart, paint peeling and was unpleasant to look at. This is our tenth or so stay at an IC worldwide and we have yet to experience a "woow" factor. It is advertised as the luxury brand, but besides a grandiose lobby which sometimes seems to be too grandiose,nothing is there to "floor" us. The rooms are small, the decor leaves a lot to wish for and the rates are not inexpensive to put it mildly. Well, we did the harbor view in Hong Kong, next time it's back to the CP in Kowloon.
