Non-refundable Not prepaid
Just booked a non-refundable IHG Special rate and I was told that it's non-refundable but I don't have to pay until I get to the property. If so, what's preventing me from reporting the credit card lost or stolen, not showing up, and not paying?

Speaking from the legal point of view,loosing your credit card has not impact on your obligations to pay the fee for not-showing up in the hotel.
Usually it is paid by credit card, but a letter to the e-mail / address provided during reservation asking for another means of payment would be the first step. If this fails, there are few other one to follow .... including to go to court
But of course, it is up to you, however I am unsure, if we will be of any help to this - legally speaking - borderline suggestion.
