I went back and searched each brand and InterContinental Hotels is 8%. The rest of the brands are 6%. Should still pay out 8% no matter what brand you book as long as you go through the InterContinental Hotels store on MrRebates.com

Mr Rebates cashback for IHG is now at only 1%.

Haven't seen this low yet ever.

It's not just them. IHG cashback from all shopping portals has virtually disappeared (Ebates is zero). 1% for pure cashback is one of the best around now.

MyPoints is still about 3% if you specifically use the 'Holiday Inn' click through. I use that for United miles

Another big problem with them is that if it doesn't track or it doesn't go through they won't be able to help. So it's either 7% or nothing.
