For a non-US member promotion, IHG has an Accelerate promotion running June-August 2016 that specifically excludes US members.
Promotion time-frame for earning points:
~30 calendar days after registration -- 1,000 registration bonus points post to account (spire only)
~4 calendar days after checkout -- dashboard* will reflect activity
~21 calendar days after checkout -- bonus points post to account
Promotion time-frame for sharing points:
~5 calendar days after receiving gift -- 1,000 share points post to account
* To get to the dashboard, due to an IT bug, you have to "register" instead of "log in", even if you've already registered. But you're not re-registering; if you "register" and you were already registered, that simply processes it as a login and takes you to your dashboard info.

And This Is An 'International' Chain?
I live in the UK, and I have three upcoming business trips. I normally book IHG, but seeing that they are discriminating against non-(North and South) Americans, then the message is that they don't value my business. I can't see a logical reason why they would do this.
It's not that IHG Rewards Club is all that great in the first place, but these promos did keep me coming back and steering my custom in their direction.

This is the second promotion in a row that they run in the US. Extremely disappointing
Interestingly enough they are a UK Group.
The only thing the IHG programme has going for it are the promotions. Added the fact that ambassador is getting increasingly useless.
Easy decision for me, I will just use the weekend certificate and the points and then I will use Hilton which has a better network in EU

Also, for those interested, the Level 1 bonus (what you get for staying once before May 31st) is set based on status:
EDIT: Actually, even though it SAYS that, my wife is just Club and it offers her only 4,000 bonus for Level 1. So, they didn't follow their own Terms apparently. :-)
