3-1-1 Rule

Perhaps this is foolish query but I do need a confirmation:

Does the quart sized bag HAS to be quart sized or can a smaller one be used ?

And

Does it have to be a Ziploc type bag or will a small, clear, flat toilet bag with a zipper be ok ?

Except in the United Kingdom, where they might require their own bag used. �� The normally used bag is the maximum usable size, though the language used by the TSA doesn’t imply flexibility. (Thetes no minimum.)

TSA: “You are allowed to bring a quart-sized bag of liquids, aerosols, gels, creams and pastes in your carry-on bag and through the checkpoint. These are limited to travel-sized containers that are 3.4 ounces (100 milliliters) or less per item. Placing these items in the small bag and separating from your carry-on baggage facilitates the screening process. Pack items that are in containers larger than 3.4 ounces or 100 milliliters in checked baggage.

Any liquid, aerosol, gel, cream or paste that alarms during screening will require additional screening.”

However, in my experience they are always flexible in a downward direction. I've often used smaller bags when I just had a couple of small liquid items with me. Never a comment, hassle or pushback.

I doubt they could tell the difference between a quart bag and a liter bag, either, though technically a liter bag is a few percent too big. I haven't tested this assumption, though.
