Can one redeem miles redeem for a cruise from any carrier?

Can one redeem miles redeem for a cruise from any carrier? I know the conversion rate will probably be terrible... TIA!

It will be dependent upon who the miles are with and who they partner with.

for example:

Thanks I checked AA and you can only EARN not redeem.

Any others besides UA and DL, best value?

The conversion rate will probably be the same as anything else that's cash-equivalent that you can use miles for. Ie, if you can get a gift card for miles, I doubt that the you can get a cruise for miles at any better rate. Miles used for stuff that the airline has to pay hard cash at the going rate to buy are not likely to be any better a value than a gift card for miles, because hard cash at the going rate is the same no matter what you use it for.

So it might possibly be better to use a travel-"cashback" card that you get a signup bonus for, which allows that travel redemption to be used for buying cruises. (But, signup bonuses aside, travel "cashback" cards are nothing more than cashback cards which restrict the cashback to only travel redemptions. They don't give any better value, aside from signup bonuses, than a straight 2% cashback card.)

Sometimes, it may be better to hold a cash back card or a bank rewards card where the points earned might vpbe transferable or have a cash offset to products purchased, such as Chase Ultimate Rewards, American Express Membership Rewards, etc.
