For the 99.9% who are not overly pedantic, "there are no border controls" means no physical controls, that is, no mandatory governmental booth where one must present documents to an immigration officer.

And also, that there are no "sterile" areas, that is, areas where departing and arriving international travelers (and domestic and international travelers) are kept physically separated - this is especially pertinent for lounge access.
