It's problematic to rely on fitting a particular bag in the under-seat storage. The article by USA Today cited above gives a false sense of certainty by portraying that there are standard sizes used by each airline. That's rubbish. The dimensions of underseat storage vary not only by airline but by aircraft type, how recently they were refitted (many airlines run multiple configurations of the same aircraft type), and even which seat you're in. For example, on many aircraft the aisle seats have significantly narrower footwells than the middle seats. On others there are space-consuming entertainment system boxes in certain columns. A bag that would fit easily under one seat may not fit at all under the seat next to it.
I suggest you choose an under-seat bag that's as small as possible for the things you need to carry in it. It's just too risky to think that you can use a bigger bag to "max out" the space available. Pair it with a modestly sized bag to stow in the overhead compartment for things you don't want to check but don't need access to minute by minute.
