Even the testing is not reliable!
 
After more than 300 passengers arriving in Amritsar tested positive, there are now doubts about the accuracy of those tests

OR did the testing agency get a kickback from the quarantine facilities? This is India after all - everything is possible!

I don't think there was any kickback. Just sheer incompetence. Hopefully this agency will be blacklisted for life.
