What are the good hotels in Leh? None of the chains seem to be operating hotels there…

There are no international chain hotels there, and I've not seen or heard of any buildings going up in Leh that would suggest anything like that coming up anytime soon. It seems to be independent, sole/family proprietors owning and operating the hotels and the guest houses.

There aren't many fancy hotels in Leh. There are a lot of basic, backpacker oriented places.

There is a formal classification system for hotels (A, B and C) and guesthouses, with fixed rates/ranges for each type.

http://www.indiahotelandresort.com/h...-class-hotels/ is a list of the fancier hotels (Note: this is just a random google search result, I usually stay in the category B/C places, and I find rooms after landing there without a reservation).

Booking.com has a fair number of listed hotels. Also Cleartrip

(Category A and B are not too bad, A is on the more expensive side if that is what you want. C is extremely basic and trekker/backpacker oriented.).

You may also be able to arrange for a homestay.

Grand Dragon

My favorite hotel in Leh is the Grand Dragon. You're also relatively close to the town center, which is convenient. Also, you'll find it tough to go during the winter. The tourist season normally ends by late August.
