I am a Star Alliance gold member, are there any perks for upgrades or baggage allowance with Jet Airways? Thanks

9W is not part of Star alliance, but Air India is.

9W is part of the Etihad family.

as ajlondon mentioned, jet airways is not a part of star alliance, air india is....but even with ai, don't expect any upgrades....you will get additional baggage allowance though....
