Winter seats release by GOI
 
I recall that in the past GOI used to release seats to airlines[allow them to fly biggerplanes/more flights] to help relieve the seat crunch.
Does anyone know if that is likely to happen and if so when?

You mean relax the bilateral agreements to allow more frequencies and larger aircraft? Highly unlikely. The India-US traffic is an open bilateral, so no more restrictions. EK & co already have massive capacity into India, no need there, and the Europeans will stay restricted so AI can benefit from selling rights they have to the other operating carrier or in order to limit access to the indian market.

I w as wondering what he meant. GOI-Goa or GoI. Airports don't control seats, even when the phrase "airport control" is used.
That's a good link. I use This one as I can go straight to the agreement I want to look at, instead of having to to scroll down.

Not sure what you're talking about really...

Airlines do sometimes upgauge during peak seasons, but GoI doesn't have much to do with that decision...

Right. I think because IR introduces special trains for summer and holiday rush, people think airlines work the same way.
Upguaging is limited by bilateral, 'ee. you can't exceed the capacity laid down in the bilateral..
