Thompson Madrid looks hard to beat until the next batch of changes. After that, maybe GH Seoul, Grand Hotel Parkers, HR Grand Cypress, CAA, or HR Puerto Rico.

The "best" Cat. 4 redemption is any hotel where you would otherwise definitely need to pay a very high cash rate.
A list of "really nice" Category 3 or 4 hotels is easy. But sometimes those hotels aren't very expensive and/or they have alternatives nearby.

Not so much a place, but a time. Since WOH hasnt devolved into a points/$ scheme like almost everyone else, the best value will be from booking a hotel during a period of high demand. Even a lowly cat 2 HP could be going for $500+ during a special event, depending on how nearby it is. To me, that is the best use of a cert (or points in general). But that is only case if you were planning on attending that event or have some other reason why you need to stay there at that time.

I think what OP May be looking for - and something I would be interested in as well - is a hotel
1) Located in a popular and accessible urban/resort/vacation destination
2) A place that generally runs at high prices during its high season
3) Hopefully has some trappings of service / location / luxury / hipness that put it beyond a typical select service hotel
For example - in Miami/South Beach, not sure there are any hotels that qualify. They hotels that would fit these criteria all start at Cat 5 (Hyatt Centric South Beach, Hyatt Centric Brickell, Confidante).
