at 11:03pm I hit confirm on a booking and it went thru at old rate.
at 11:05pm another reservation attmpt showed the old rate then at last step gave "error, the price has changed on the room you selected.
at about 12:30am CST the mobile app started showing the new rate.

I had some pre-existing reservations booked at the old rates. The reservations now show the new rates, but I haven’t been refunded the points difference for those bookings. Any idea when those should happen?

Where did you find that reference to ET? All time referenced I found are for CT. OTOH, if you are concerned about one hour difference between CT and ET, you are cutting it too close.

Since I got burned by Radisson a few weeks ago when they loaded their new chart at the start of what was supposed to be the final day, this time I did not wait until the last day, but I did make some cancellation/modifications last night.
11. How will award nights booked prior to 11:01 p.m. CT, March 18, 2019, be impacted if the hotel I am staying at now requires fewer points?Any Free Night or Points & Cash Award booked prior to 11:01 p.m. CT, March 18, 2019, for nights on or after March 18, 2019, at a property that is shifting to a lower category and will require fewer points will receive an adjustment. World of Hyatt Customer Service will proactively deposit the point difference into a member’s account starting on March 19, 2019. If the reservation that received an adjustment is canceled, the points originally deducted for the award reservation will be returned to the members account and the adjusted points will be removed from the member’s account. For example, a member with a Free Night Award booked before 11:01 p.m. CT, March 18, 2019, for a Category 2 hotel for 8,000 points that is moving to a Category 1 hotel that requires 5,000 points on 11:01 p.m. CT, March 18, 2019, will receive 3,000 points returned to his/her account. If the member cancels this Free Night Award, 8,000 points will be returned to the members account and 3,000 points will be deducted.
I'll post it here if the moderators do not mind the length.

Here is the FAQ that was at Award Category Chart Updates until Hyatt took down the page. I won't post the list of hotels changing category in 2019 because that list is already on many travel blogs.
1. Why is the Award Chart Changing?Every year World of Hyatt performs an audit of the number of points required to redeem a free night and Points + Cash at each property. A hotel’s award category may be adjusted based on the current market conditions.
2. How will the World of Hyatt Award Chart change? Some hotels will move to a higher category, and some hotels will move to a lower category. No other changes are being made to the chart at this time.
3. When will the changes to the award chart become effective?
Effective 11:01 p.m. CT, March 18, 2019, World of Hyatt will adjust the award categories for 259 hotels.
4. How many hotels are shifting to a higher category?130 hotels will move to a higher award category. Free night award redemptions at these hotels will require additional World of Hyatt points for reservations made beginning at 11:01 p.m. CT, March 18, 2019.
5. How many hotels are shifting to a lower category?129 hotels will move to a lower award category. Free night award redemptions at these hotels will require fewer World of Hyatt points effective 11:01 p.m. CT, March 18, 2019.
6. What are the current point redemption values for each free night award category?
No existing Hyatt properties are moving into Category 8 with this change.
8. For free night award redemption reservations made before 11:01 p.m. CT, March 18, 2019, which award chart will be effective? All free night award redemptions booked before 11:01 p.m. CT, March 18, 2019, will follow the current Award Chart. For example, if you book an award night prior to 11:01 p.m. CT, March 18, 2019, for a stay that occurs on March 18th or after, the current Award Chart will apply. Any free night award redemptions booked at 11:01 p.m. CT, March 18, 2019, or after will follow the new Award Chart.
9. For Category 1-4 awards (including Hyatt Credit card anniversary awards) reservations made before 11:01 p.m. CT, March 18, 2019, which award chart will be effective? All Hyatt Category 1-4 free night awards booked before 11:01 p.m. CT, March 18, 2019, will follow the current Award Chart. For example, if you book a category 1-4 free night award night prior to 11:01 p.m. CT, March 18, 2019, for a stay that occurs on March 18, 2019, or after the current Award Chart will apply. Any Category 1-4 free night award redemption booked at 11:01 p.m. CT, March 18, 2019, or after will follow the new Award Chart.
10. How will award nights booked prior to 11:01 p.m. CT, March 18, 2019, be impacted if the hotel I am staying at now requires more points?Any Free Night Award booked prior to 11:01 p.m. CT, March 18, 2019, at a property that is shifting to a higher category and will require more points will not be affected. Reservations will remain in place at the originally booked point level. For example, a Free Night Award booked at a Category 1 hotel for 5,000 points before 11:01 p.m. CT, March 18, 2019, that is moving to a Category 2 hotel for 8,000 points will remain at 5,000 points.
I booked 4 award nights at the Andaz Maui yesterday afternoon over the phone with Hyatt before changes took effect. Hotel confirmed the reservation, but the 100,000 points (old rate) are still in my account and the reservation detail shows the stay now requires 120,000 for 4 nights. Anyone experience anything similar?

I booked a hotel that was going up the day before the changes and the points were correctly debited. The reservation confirmation email doesn't mention the amount of points deducted but the "my activity" section of WOH does. The online reservation changed yesterday and now shows the new amount of points (i.e. 20K instead of 15K).

Example:
Andaz Mayakoba for four nights. Was Cat 5 (20K/nt), now Cat 6 (25K/nt)
- In "My Past Activity" it shows 80,000 points redeemed at Cat 5 (20K/nt). This is correct
- In "My Reservations" it shows 100K points (Cat 6, 25K/nt). This is the current price.
If you cancel, you will get your 80K points back. If you book anything now, it is correctly 100K points.
So in this case it is slightly confusing, but all things considered it's not problematic.

I don't trust their IT as far as I can throw it... so I got my points back myself.
I just did this workflow and verified everything is working now as expected.
As an example:
- Had a reservation at HR Atlanta (Cat 3, 12K points)
- Canceled the reservation (got 12K points back)
- Created a new reservation (8K points)
- Net bonus of 4K points added to my account.
Especially if you have a reservation in the near future and there's still availability, I strongly suggest canceling and rebooking. That way you guarantee that you get your points back without relying on Hyatt's IT.
